eMule v0.23b [Tarod.11d] <16/12/2002>

1. Removed Lord KiRon's unuseful check for dupped hash in one routine.
2. Modified "knwon.met" saving routine to avoid corruption.
3. Fixed -just- possible string overflow in tooltips. [Thanks boo].
4. Statistics scale fixed. [Thanks strafer].
5. Added full chunk uploading. I think it is pretty helpful. [Thanks VQB].
6. Added modifications in LoneStar Upload throttle for new 0.23b code.
7. Writing of sources to file every 10 mins. is back again.
