1. Fix bug regarding Max. connections per 5 seconds. Thanks to murkus to pin point it out. It was a migration from 0.22c problem.
2. Now when Disable Exchanging Sources is active sources are not send nor asked.
3. Added fix to spoofed/local address. [Thanks MooseTea]
4. Added Jigle Fake Check from deltaHF mod, but with a lot of changes. [Thanks deltaHF]
